In response to Graciela Moyano's posting, although it would be highly commendable to start a project for designing materials, the kind of help María Elena in Santiago del Estero needs is essentially practical, at least for the time being. These people need funding, donations, the elements that will help them to continue with their worthwhile project. Perhaps it will be difficult to do much about funding, unless some members have contacts among the education authorities in Santiago del Estero; but we COULD try and see if any organisations can help in this respect, couldn't we?

How many of us have textbooks that we don't use any more? It doesn't matter if they are old fashioned, or if they respond to "obsolete" approaches : whatever material is good when there's a will to carry out a mission. I propose that we set up a collection of ELT materials that we may not need any more, but which these teachers may find very useful, and that we send those materials to María Elena. We might agree on a place where the materials could be received and then sent to Santiago del Estero. What do the other members think of this idea?

I contacted María Elena as soon as I received the digest where Ana María Armendariz told us about these teachers' predicament. The Foundation I preside over is sending them a computer (it's not the newest model -- a 486 DX 2 -- but fully working and upgraded), and I have added several CALL programs which they can use to provide further practice for their students. I don't know exactly when, but I intend to travel to Santiago del Estero and give a training course on CALL to these teachers before the beginning of the 1999 school year. Perhaps other colleagues can help out in a similar way, and we can all participate in this revolutionary project conceived and put into practice by people with almost nothing but the will to succeed ... and the most admirable vocation one can find in teachers!

Wouldn't this be a great opportunity to show that solidarity exists among Argentine teachers?

3. More on wapentake
--------------------

In response to this enquiry I offer the following:

Wapentake.

This is an Old English reference to a territorial subdivision. Derived from the Old Norse vápnatak, which meant the brandishing of weapons as a sign of approval, or the touching of the weapon of an over-lord as a sign of obesance, in Saxon England it came to mean a territorial subdivision of a county.

The term occurred in those parts of the country where Danish influence was strongest: i.e. Derbyshire, Leicestershire, Lincolnshire & Nottinghamshire, Rutland and the North & West Ridings of Yorkshire. Some references stress the Yorkshire reference.

Its function was identical with that of the HUNDRED, by which name it was occasionally known. Just to confuse us even more, in the first four counties listed above a wapentake was further subdivided into even smaller units called HUNDREDS.

Not a lot of people know that . . . !

That is what it meant - but exactly what Prestwich means I am unsure.

1. Argentina TESOL hosts Cono Sur Regional Meet

Jodi Crandall and Katherine Bailey will be attending the third Cono Sur TESOL regional conference next August. The dates have been changed and the event will now take place from August 10 - 14. August 10 will be for Registration, a short orientation meeting for new comers and the opening ceremony late in the evening. The convention itself will start on August 11 and it will finish on August 14 at noon. There will be plenaries, concurrent sessions as usual and it is hoped to have a swap shop, poster sessions, and a networking room.

The ELT profession is known for its proliferation of acronyms. Many of these are peculiar to Argentina - FAAPI, AACI, SEA, etc. - and not all are universally known. This page will have an ongoing listing of as many acronyms as are known to us and will happily accept additions from list members.

* Calendar of Events

Details of major national and international events in the Cono Sur (Conferences and Conventions) will be displayed here up to 18 months before the event in order to help potential presenters and exhibitors plan their schedules.

* FTP facility

This will be an area where files can be posted for downloading. This means, for example, that conference organisers can place a file on our site with details of calls for papers, etc, and these can be downloaded directly to any computer. This will enable ELT News & Views to offer a wide range of material at no cost and we envisage a changing collection of options in this area.

This is only the beginning and most of these options are not yet up and running. The site is open, however, and visitors are welcome, as are their comments.

I've just finished my PhD in Second Language Acquisition, and I'm seriously thinking about going back to Argentina. I'll be going in a couple of weeks, but my staying over would depend on the possibility of finding work. My strong areas are SLA theory and CALL. I've got experience teaching English, Spanish and Russian, and at the moment I'm open to suggestions.

Although I'm originally from Patagonia, I'm not fussy about where to work in Argentina, as long as the work is interesting.

4. Reply to grammar query: I want my watch repairing

Alan Tonkyn (University of Reading) has agreed to the following personal message being posted to the list.

It is true that alternative forms such as:I want my watch to be repaired, or I want my watch repaired, are seen as the standard patterns. The form you quote is found in Britain, and is particularly associated with speakers of Northern British English (eg.Yorkshire), though it seems to be migrating southwards. One notes that an analogous form (My watch needs repairing), where the -ing verb also has passive meaning, is a standard form accepted everywhere.

Hughes, A. and P. Trudgill 1979. 'English Accents and Dialects' (Arnold) p 21: H and T note that there are regional differences in the participles used after 'need' and 'want' and give 'I want it washing' as an example found in 'Parts of the Midlands and northern England'. (The other non-standard one is the Scots form 'It needs washed'.)

Freeborn, D. 1986. 'Varieties of English' (2nd ed.) (Macmillan) p 46. F. notes that the forms 'I want this coat cleaned' and 'I want this coat cleaning' are in common use 'in different parts of Britain' (not specified). He suggests that the former is 'probably the standard form' but that 'stylistic variation' may also be a factor in deciding which is used.

I think the H and T account is clearer and probably more correct. I think, as I suggested before, that we have a northern form here which has migrated south, and even got into some coursebooks! I would teach the standard form, but make advanced students aware of the alternative usage, and avoid test items which would make students choose between the two.

7. Convention of the teaching of English in Higher Education

This Convention has been organized by a group of teacher from the Departmentof Modern Languages-English, Universidad Nacional

de Mar del Plata, who feel the need to create a special forum

for those professionals involved in the teaching of English in

higher levels.

So far in our country, language teachers at tertiary and university levels have had little opportunity to share ideas, experiences, and beliefs.

We have no doubt that this event will give all of us, working at universities and 'institutos superiores,' the opportunity to open up and enrich our profession.

1. Teachers are people too

In my ongoing scholarship hunt, I came across a very attractive initiative of the "Fundacion YPF" for projects connected with new developments in education ("Innovacion en Educacion"). I duly sent an email asking for information on those grants. To my surprise, the reply was that they require applicants to have a five-year degree ("nuestros requisitos contemplan egresados de carreras de cinco anios de duracion").

Many questions arose, together with strong feelings of fuel-explosive nature and words which shall remain a secret between me and my computer. If not a teacher with a Profesorado (4-year) or Magisterio (3-year) degree, who is concerned with projects on education? Second, and perhaps foremost: why is a teaching degree ("terciario") worth NOTHING AT ALL, even when the field is education? I cannot think of a clearer example of discrimination and nonsensical behaviour: when it comes to teaching projects, teachers are left out because they are teachers and not "licenciados". As far as they are concerned, a lawyer, a physician, an accountant or a civil engineer are better qualified to do educational research than someone who spends most of his/her time in front of a classroom. At best, and with a lot of good will, this can be described as outrageous.

Isn't it time professional associations did something about it? Isn't it time teachers stood up for our position as professionals? The least we can do is bombard their email address with requests for information, and answer individually that we are not university graduates and that we are better prepared than many, if not all, "licenciados". The best we can do is actually raise some hell about it. The worst we can do is nothing. I, for one, am not planning to go for the latter. Anyone care to join? Posted by: Pablo Toledo

2. Global Learn Day II
----------------------

GLD2 takes place 19/20 December and is a 30 hour non stop webcast featuring distance education, access, Teffling (your way around the world), and lifelong learning. What makes it unique, we think, is that we open the event in Wellington, New Zealand with real time presentaitons from educators and public officials in N.Z., then, every hour or so, move the event on a westward track around the world where speakers from a new "port" (Japan, China, India, Abu Dhabi, South Africa, Egypt, Austria, Russia, England, Brazil, Peru, Mexico, Canada and five American cities before we "drop anchor" in Hawaii) make various presentations of all kinds. GLDII has nautical theme - a 19th Century (virtual) Clipper on a Voyage of Discovery -expedition, exhibition, experiment - mostly writing " new charts" that better map "the richest territory in the history of man - Cyberia".

Between each "port" we have thematic music and some poetry appropriate to the Region and to the presentations about to take place. Graciela provides the music; a lovely lady in Kansas selects the music. We also make "Skiff Stops for about five minutes in places like Antarctica, Cuba, Ukraine, Mozambique, Estonia, Albania, Cypress, Malta, Palestine, and even aboard an actual Tall Ship out in the Indian Ocean. Speakers are live by telephone bridged conversations to the headquarters of our webcaster, VStream, in Colorado. A major part of the undertaking is lead by an Englishman, Eric Baber, who Chairs our TEFL "mast", who is one of the heavy duty volunteers to organize this undertaking and who provides English language instructions over the Internet. A great guy. Our Institute is interested in forming an alliance made out of the 200,000 expatriates teaching English overseas....more on that later.

Is Pablo aware that there are many Teachers who are also Licenciadas/os? There are some Teachers, myself included, who attended National Universities. I had to study for 5 years and a semester to get my degree.(Promocion was just one of our golden dreams...we had to take oral exams for all subjects).

I understand Pablo's frustration ..but I would raise hell for age discrimination for example which I really consider unfair...but degree matters ?...they can be solved...

6. Another reply to Pablo Toledo

There are some points about Pablo Toledo's posting I would like to refer to. I can fully understand his being upset by the attitude of universities in this country (Argentina) that will not accept degrees granted by the Institutos de Formación Docente (teacher training colleges) as equivalents of undergraduate instruction to pursue postgraduate studies. This is an old story of universities regarding themselves as superior to the Institutos, even if the oldest institutions in charge of the training of EFL teachers are, in fact, the Institutos de Formación Docente: Instituto de Enseñanza Superior en Lenguas Vivas "Juan Ramón Fernández" (founded 1904) and the Instituto Superior del Profesorado "Joaquín V. González" (English department founded 1911). The university departments of English around the country have traditionally held a high respect for these institutions, whose course syllabi have served as copymasters for the EFL departments both at the IFD and the universities founded after that time.

But the main point in Pablo's posting is concerned with research: who is better qualified to carry out educational research, a secondary school teacher, a primary school teacher or a licenciado. Pablo also refers to the years of instruction involved: 4 years for secondary school teachers and 3 years for primary school teachers. He does not mention that most licenciaturas are 5-year courses. A licenciatura is a course that aims at training researchers; a Licenciado en Inglés has had apart from the usual trio of language, phonetics and grammar a number of courses concentrating on the object of study in depth: linguistics or literature. In addition to those, a licenciado needs to get acquainted with the research methods pertaining to his field of specialization and last but not least he or she has to produce a "tesina", a 50-100 page long dissertation which he or she has to defend before an examining board.

Teacher training in this country does not - at least to my knowledge - either train students in research methods or require their producing a dissertation of a considerable length. This is why teachers are "left out" as Pablo writes. So I do not share his comment that "(IFD graduates) are better prepared than many, if not all, licenciados". I think there are cases and cases.

7. More on discrimination

The discrimination that Pablo refers for obtaining a grant extends to teaching as well. Last year the English Department of Instituto Superior del Profesorado Joaquin V. Gonzalez presented a project for Trayectos de Capacitacion de la Red Federal de Formacion Docente Continua del Gobierno de la Ciudad de Buenos Aires. I took part in the team whose project was accepted, having developed the module dedicated to the teaching of sounds.

However, to be able to teach this Trayecto, the teachers have to have a CUIT number - a personal one or a "borrowed" one. Ethics? Who cares.

Everyone knows that most teachers who work at public Teachers' Training Colleges are government agents and not independent professionals. I made a personal lonely presentation to the authorities of Secretaria de Educacion de GCBA and the reply was - in so many words - take it or leave it.

I have not given up yet but the real thing is that nobody cares about qualifications and here is where my quest meets Pablo's demand. All that matters is figures, not quality, not ethics, not values.

There was a misunderstanding on my last posting concerning the grants offered by the Fundacion YPF. The program for "Innovacion Educativa" does not apply to teachers or professionals, but institutions and schools. What is off-limits to those with a "terciario" degree is the program that offers postgraduate scholarships for those who want to study abroad (Programa de Becas Jose A. Estenssoro. This does not affect the discriminatory nature of the criterion, but I stand corrected on what I had first said. I may be angry, but I am still honest and fair.

I am only too happy that people reacted to the posting, be it to criticise or to agree with it. I think it would not be abusive to keep the ball rolling on the mailing list rather than streaming it to private emails, since the topic seems to be of interest to so many participants.

I am perfectly aware that there are such people as "Licenciados en Ingles", and I should be a bit on the schizophrenic side to throw dirt on some people when I am criticising the very act of throwing dirt on people. Far from not acknowledging the value of those with university degrees (though teaching degrees at universities are of dissimilar quality, just as in the Profesorados), I am saying that we are actually on a par. Teachers are teachers, the rest is administrative. For the record, I also had to study 5 years for my degree (OK, not the official length of the course of studies, call me a "slow learner"), and Promocion was also a seldom achieved utopia.

As to Mario Lopez Barrios's remarks that university training is wider, I only have to go back to the subjects I took: 4 years of British literature, 1 year of American Literature, 2 years of British History, 1 of American History, Geography, 2 years of Grammar plus Linguistics... I would not call this an introduction to the main issues of TEFL. As to the research element, I agree that the weak point of many Profesorados is the little attention paid to research, and the fact that this is left to the criterion of individual teachers. I have been lucky enough to receive training on action and academic research, but I am aware that many graduates from the Profesorados hardly know the meaning of either term (more on this, see my "Howl" posting's call for more active teachers). However, I do not agree to the view that licenciados should be the illuminati of the system. The fact that the Profesorados do not have a dissertation or a "Methodology of research" subject does not make their graduates any less able to perform research, and does by no means justify the exclusion from postgraduate study opportunities. Many graduates from Profesorados have gone on to become bright students at MAs and have produced substantial and meaningful research, without being impaired at any moment by the lack of a research-oriented degree. That this should be used as the grounds for academic discrimination, then, still strikes me as absurd.

6. Language school closing down - selling library and stock
-----------------------------------------------------------

List members in the Buenos Aires area may be interested in a sale of new and second hand teaching material.

The Victoria School of English is getting rid of lots of new and second hand books, cassettes and videos relating to the teaching of English - course books at all levels (complete courses with TB, SB, WB + Cs), many skills books, many activity books (photocopiable), some dictionaries and reference books, lots of simplified readers, some ESP, very little methodology, no linguistics.

Also for sale are many second hand books in English - novels and non-fiction - left over from when the school had a 'teacher's library' which was largely formed by books left behind by contracted teachers.

The Victoria School is also disposing of some items of school furniture - desks, white boards, etc.

The sale will take place at Uruguay 782-3º, (1015) Capital Federal, on Saturday 21 November from 12.00 to 14.00 only. If you can not come in this timetable you can phone 01-371-7705 during the following week to see whether enough material is left to fix another date .

2. APIBA Call for Papers

A Call for Papers is open for a special APIBA event, "The Future of Teacher Education", to be held in April 1999

The meeting will host round-tables and presentations on the subject "The Future of Teacher Education". In the light of the reform the education system as a whole is undergoing, and in particular with reference to the education of teachers of English, it is of crucial importance that all issues connected with this matter be discussed and analysed in depth.

What is it about?

APIBA will provide this forum to all those interested in presenting their research and ideas in this area. Papers in the areas of curricular design, specific content areas, alternative approaches, specific methodologies, for example, will be most welcome (this is not an attempt to be an exhaustive list of areas).

How can I participate?

Two copies of an anonymous abstract (200-300 words) should be sent together with a card with the presenter,s name, contact details and brief biographical information (50-100 words). Joint presentations are also welcome. The envelope should be labelled "The Future of Teacher Education" and sent to APIBA office: M.T. de Alvear 1369, 1058 Cap. Fed.

Deadline for submission of abstracts: 5 March, 1999.
